Players are expected to follow Xbox Community Standards at all times, this includes during the ban appeal process. We encourage players to report accounts that violate the code rather than retaliating. We do not support that behavior, even if you feel it was justified. We will not remove a ban if you intentionally violated the code of conduct, this includes retaliatory conduct. We cannot undo an enforcement action that has already ended.
File the appeal while the ban is in place. Include evidence or information that supports your appeal. Provide details about when and how you received the enforcement action and why you believe it should be overturned. We will send a response to your ticket to let you know whether your appeal is approved or declined. It'd be an account/community ban probably.The Xbox Community Standards has comprehensive information about player expectations and potential consequences. And even if they did start banning people, it wouldn't be a VAC ban. While it isn't officially supported by Valve, it is unlikely (at least in my opinion) that they will start handing out bans for it. It also doesn't increase your drop rate chance in any way or allow you to get drops for games you don't own. It also cannot be used by multiple Steam accounts at the same time. S.I.M fakes being in game, not being in a server. It also faked being connected to a server, not just being in game. In a normal user's setup it isn't possible to run multiple instances of Team Fortress 2 across multiple accounts on the same computer at the same time, which is effectively what the sandbox idling tool did (which people were punished for using). 
But they indeed did way back with Team Fortress 2.I'd like to point out the situation here is a little different. Will Valve take action against these users? We don't know.
